Abstract:

The Central Records of the Office of the Vice President for Health Sciences / Dean of the Faculty of Medicine document every aspect of the operations of the University's schools of medicine, nursing, dentistry and public health with particular emphasis on finances, construction, medical school instructional departments, relations with affiliated hospitals (especially with Presbyterian Hospital), fundraising, curriculum, and committees.

Though some records date back to 1888, the bulk dates from the first decade of the 20th century to 1993. It is impossible to know if the records as Archives & Special Collections received them in 1993 are complete. Most departmental files seem to exist without significant gaps, but other records, such as those relating to Presbyterian Hospital, are scattered in date.

History and Biography
Historical/Biographical Note:

The Office of the Vice President for Health Sciences at Columbia University traces its origins to the Office of the Dean of the Faculty of Medicine (generally known as the College of Physicians & Surgeons). As the health sciences campus grew in complexity over the 20th century, the Dean was given administrative oversight of the schools of dentistry, public health, and – after its partial University affiliation in 1937 – nursing. From 1933 to 1945, the deanships of medicine and dentistry were combined in one person and for many years the director of the school of public health functioned more as a department head than as the leader of an autonomous school.

All ancillary health science programs, such as occupational and physical therapy, also reported to the Dean of the medical school. In addition, the Dean served in an advisory capacity on the Joint Administrative Board, the body that coordinated the relationship between Columbia University and Presbyterian Hospital. In recognition of these increased responsibilities, the Office of the Vice President in Charge of Medical Affairs was created in 1949; in 1973 the title was changed to Vice President for Health Sciences. As of the writing of this finding aid (2009), it is named the Office of the Executive Vice President for Health and Biomedical Sciences/Dean of the Faculty of Medicine.

From 1949 through 1973 the Vice President was also the Dean of P&S. In that year, the offices were split; they remained split until 1984, when they were reunited.

Organization
Arrangement:

Numerically from 1 to 900, with each number designating a subject. Though there seems to be a slight hierarchical aspect to the system (“Columbia University,” for instance, is #1), there is nothing about the numbering that makes it possible to predict where a subject will be found. Numerous instructional and clinical departments can be found in the 70s & 80s, for instance, but there is no reason why they should be there rather than somewhere else.

The subject categories are often extraordinarily large or vague; researchers should not assume that everything relating to a specific subject is actually filed under that subject heading. A good example is #233: Gifts/Grants/Committees. It encompasses a wide range of subjects including some (but by no means all) records of grants and committees; extensive material on the planning and building of Long Library (records of which also exist under #92: Library); as well as completely unrelated topics such as parking.

Complicating this further, it appears that over the century central records clerks reassigned folders to different numbers, sometimes erroneously filing records under inappropriate subject headings. Archives staff has not attempted to correct these mistakes.

The best example of this is several folders containing important correspondence from the 1910s and ‘20s about the origins and planning of the Columbia-Presbyterian Medical Center. These folders, entitled “Development of the Medical Center” were later refiled under #545: Columbia-Presbyterian Medical Center Fund, Inc., a fundraising entity established by the University and Hospital in the late 1950s, under the mistaken notion that the older files dealt with fundraising.

Because of the subject arrangement, it is impossible to find correspondence of specific individuals unless they can be linked to a specific topic(s). However, throughout this period copies of correspondence sent/received by the Vice President/Dean’s office were often passed on to the University President’s office where records were largely arranged by name of correspondent. These records may be consulted at the University Archives & Columbiana Library.

It is not known when exactly the central records system at the Health Sciences campus was established – though internal evidence suggests 1902 or ’03 – or why the present arrangement was chosen. The establishment of a central file system serving as the repository for the correspondence of both the dean of the medical school and of other administrators reporting to him followed University practice at the time. The central records of the President of the University were established at about the same time on the Morningside Heights campus.

Scope and Content:

The records of the Vice President for Health Sciences/Dean of the Faculty of Medicine document every aspect of the operations of the University’s schools of medicine, nursing, dentistry and public health, with particular emphasis on finances, construction, medical school instructional departments, relations with affiliated hospitals (especially, though not exclusively, with Presbyterian Hospital), fundraising, curriculum, and committees. Though the records date back to 1888, the bulk begins in the first decade of the 20th century. It is impossible to know if the records as the Archives received them in 1993 are complete. Most departmental files seem to exist without significant gaps, but other records, such as those relating to Presbyterian Hospital, are scattered in date.

Transfer from the Office of the Vice President for Health Sciences, Fall 1993. At the time of their accession by the Archives the central records were housed in two locations. The active records were maintained in file cabinets in the P&S building, while older records were housed in a storage room in the Georgian Building.

Both anecdotal and internal evidence suggest that it was Central Records file clerks who were responsible for maintaining and referencing the records. This staff appear to have determined where a piece of correspondence should be filed. Which offices, apart from the Vice President’s, also filed documents in the central records is unclear. The P&S Business Office was maintaining its records on gifts, bequests, and endowments in the central records up until the transfer. Also, various assistant and associate deans and vice presidents appear to have sporadically filed correspondence in the central records, while still maintaining a set of records in their own offices. As the health sciences schools grew more complex after 1960, and as the schools of dentistry, public health, and nursing forged an identity apart from the medical school, the central records appear to have become more purely those of the offices of the Vice President for Health Sciences and of the Dean of the medical school.

Processing Notes:

In 2004-05, Archives staff processed and described to the folder level the VP/Dean’s Code numbers 1-45; the records were rehoused in acid-free boxes and folders and a database in Inmagic was created. Starting in the middle of Code #45, however, the records were housed both in boxes in the archives stacks and in the original file cabinets from the Vice President’s office in 1993. To integrate the parallel sets of records would have required an additional 300 cubic feet of shelf space in the archives stacks; since at that time this space was lacking, archives staff decided to abandon the project.

During the reconstruction of the Health Sciences Library in 2008-2009, the archives stacks were rebuilt, resulting in a considerable addition of shelving. In summer 2008, archives staff integrated the records in the file cabinets with those in the boxes and upon the completion of the archives stacks were able to house the entire Central Records in consecutive order in one contiguous space.
